BARRIERS TO ENERGY EFFICIENCY AND MODELS FOR THEIR OVERCOMING IN PUBLIC-PRIVATE PARTNERSHIP
Abstract
The paper is devoted to the study of the possibilities of using public-private partnerships in projects to improve energy efficiency in those sectors that need a change in the model of consumer behavior. The specific energy efficiency barriers that arise during the implementation of such projects are considered. Based on the experience of implementing projects for the installation of photovoltaic solar panels in the residential sector, implemented in Sweden, Spain, China and the USA, models for implementing the principles of the trilateral partnership "state - private sector - population" are proposed. It is shown that the proposed models can be generalized to the cases of implementing projects for the installation of a wide range of energy-efficient systems and devices in the residential and commercial sectors.
