EXTENDED PRODUCER RESPONSIBILITY AS A MECHANISM OF ECONOMIC REGULATION OF THE PLASTIC WASTE MANAGEMENT SYSTEM: CROSS-COUNTRY ANALYSIS
Abstract
Extended Producer Responsibility (EPR) has been introduced in many jurisdictions around the world to ensure efficient processes and infrastructure for the collection, sorting and recycling of waste products and packaging materials. This article describes several scenarios of the responsibility allocation policy. The experience of using fines and rewards for the collection and re-production of products is analyzed. The strengths and weaknesses of the mechanisms of the extended producer responsibility system in various countries are evaluated. The barriers to the successful implementation of such a mechanism in the Russian Federation are described, including the related imperfections of regulatory legal acts in the field of waste management.
