THE ARCTIC DEVELOPMENT PROSPECTS: BASIC CONTRADICTION

Abstract

The article deals with the specificity of the Russian Federation Arctic territories functioning. Given the number of laws which defined the status of the Arctic as a geo-strategic territory of Russia, and also made goal in a multiple increase of cargo turnover on the Northern Sea Route. The author considers the significant contradictions that are in the goals and priorities of development of the Arctic. On the basis of mathematical clustering methods, the author confirms that a part of the Arctic territory can be as a base for the formation of a support framework for settlement and centers of economic activity.
