Abstract

The aim of this work is to review and systematize the descriptions of the state of the waste management system in the world and in Russia that are currently presented in foreign and Russian scientific literature, analyze the features and prospects in the context of implementing the concept of a circular economy, and analyze the hierarchy of waste management in the European Union. The article analyzes the hierarchy of waste management technologies in the European Union, global and domestic experience in waste management, and best practices. The European plastic strategy, which is the first top-level pan-European document defining the strategy for adapting the polymer industry to the principles of a closed-loop economy, which is consistently committed to all strategic planning and regulation in the EU, is reviewed and analyzed, the Russian experience in waste management is assessed, and Russia's prospects for handling are evaluated and analyzed. with waste based on the waste management hierarchy in the European Union through the concept of circular onomics. It is concluded that full-fledged waste management in Russia is at an embryonic level, which requires a review of existing ones and the development of new strategies and programs based on European approaches to achieving waste management efficiency that are directly based on the concept of a circular economy. It can be noted that the development of a circular economy is very important for Russia on the path to achieving waste-free production, improving the environment, increasing energy efficiency and sustainable development of the country's economy.
