FORMATION OF THE MISSION OF LOCAL GOVERNMENT OFFICIALS IN THE CONTEXT OF STRENGTHENING THE VALUES OF MANAGEMENT DECISION-MAKING

Abstract

Officials of local self-government bodies ensure interaction between the public authority and the population, creating conditions for solving issues of citizens' immediate life in the territory of the municipal formation. Therefore, improving the efficiency of their activities is associated not only with the performance of their assigned work functions, but also with the formation of certain value orientations in their professional activities. A value-based approach to making managerial decisions allows for the formation of motives and values based on an understanding of the mission of official activities and the transformation of personal motives of officials. The purpose of the article is to assess the role of the mission of local government officials, to improve the efficiency of their activities, and to make managerial decisions based on the value of service. The source base includes municipal legal acts adopted in the municipal districts of the Omsk Region and the city of Omsk. Based on a comparative analysis of the content of the mission, values, competencies, etc., recommendations were formulated for the formation of the mission of local government officials as a condition for increasing the importance of the value of service.
