INSTITUTIONAL CHANGES OF PERSONNEL POLICY IN THE CONTEXT OF INNOVATIVE TRANSFORMATION
Abstract
Innovation activity of Russia, Germany, the United States, Japan, and China and their competitiveness in R&D are compared in the paper. Problems of development of the non - material factor of production – human capital – are considered in the context of intra-organizational institutional changes in personnel policy related to the desire to develop new technologies and markets for innovative products. On the basis of the digital transformation, process automation, retrofitting of technological base of fixed assets, stiff inter-firm competition proved the necessity of the modernization of the existing education system with differentiation of skills. These activities are aimed at improving the efficiency of enterprises and organizing the management relationship of the multidirectional business processes of companies producing knowledge-intensive products to achieve their advantages in the world market.
