THE PPP MECHANISMS IN THE TRANSPORT SECTOR: ECONOMIC EFFECTS AND KEY CHALLENGES

Abstract

the article discusses the features of the implementation of public-private partnership (PPP) projects on the example of the St. Petersburg city. The largest projects in the of transport development are considered: the construction of the Western High-speed Diameter (highway) and the organization of a private tram "Chizhik". The main stages and conditions under which the work of the city administration and private partners in these projects was organized are described. In addition, special attention is paid to the effects that these projects have brought to St. Petersburg. In particular, it is noted that the creation of a private tram was an incentive to organize the production of cars in the nearest Leningrad region. In the conclusion of the article, the author points out the existing problems in the implementation of PPP mechanisms and provides a number of comments on this issue.
