Abstract

The circular economy is now gaining more and more support in the business community and at the level of authorities around the world as a model of economic growth that allows overcoming resource constraints and stopping the growth of the negative impact of economic activities on the environment. However, the implementation of circular economy models in practice faces institutional, technological, infrastructural, economic and cultural barriers. One of the ways to overcome these barriers is the development of innovative models of territorial environmental management, in particular, environmental management at the level of large urban agglomerations. This paper analyzes modern theoretical and practical approaches to the implementation of the model of territorial environmental management named "circular city". The international experience of implementing the “circular city” initiatives is being systematized. The main functions of the territorial environmental management system are highlighted, aimed at the practical implementation of circular models of production and consumption on the scale of urban agglomerations.
