NATIONAL PROJECT "ECOLOGY" IN THE CONTEXT OF FORMATION OF CIRCULAR ECONOMY IN RUSSIA

Abstract

In December 2015, the European Commission adopted the “Circular Economy Action Plan” with the aim of giving a new impetus to employment growth and the creation of new highly qualified jobs, investment growth and the development of an environmentally neutral, resource-efficient and competitive economy. The main difference between the circular model of economic growth from the traditional linear one is the development of reusable technologies for all types of resources and a dramatic reduction in the generation of all types of waste. In Russia, the circular economy remains more a scientific concept than a strategic direction of socio-economic development. Nevertheless, some subprograms of the implementation of the national project "Ecology" partially meet the principles of a circular economy and can be further developed and developed in the direction of greater "circularity".
