ASSESSMENT OF RUSSIA'S CONTRIBUTION TO THE IMPLEMENTATION OF THE NET ZERO BY 2050 SCENARIO IN THE FIELD OF ELECTROMOBILE TRANSPORT DEVELOPMENT

Abstract

The purpose of this work is to analyze the main provisions of the Concept for the development of production and use of electric road transport in the Russian Federation for the period up to 2030, recently adopted by the Government of Russia, from the point of view of world experience in stimulating the development of the electric vehicle market. In this work, we attempted to answer the following research questions: 1) what measures are provided in the Concept to overcome economic, infrastructural and cultural barriers to the development of electric vehicles; 2) what are the risks of not achieving the planned development indicators of the Russian electric vehicle market; 3) what contribution will Russia make to the development of the global electric vehicle market if the Concept is successfully implemented. The study showed that if the targets for the development of the electric vehicle market by 2030 are successfully achieved and the production rates of low-carbon vehicles are maintained, Russia has a good chance of reaching the targets for electrification of transport in the Net Zero by 2050 scenario by 2050. However, for this, the country also needs to curb further growth in the use of personal road transport and maintain the current level of motorization.
