MICROGENERATION IN RUSSIA: BARRIERS TO DEVELOPMENT
Abstract
Despite support from the Russian government to stimulate the introduction of microgeneration technologies, consumer interest remains low. This article analyzes the current understanding of the motivations and barriers affecting the adoption of microgeneration in order to identify opportunities for improved adoption. The findings show that the adoption of a new law allowing the sale of surplus to the network did not significantly increase demand among households and small businesses. Public policy measures do not adequately take into account the most serious obstacle as capital costs and long payback periods. The environmental benefit may seem like a strong motivation for installation, but consumers are not willing to pay extra for it.
