EVALUATION OF CONFORMITY OF GOALS AND DIRECTIONS OF THE ELECTRIC GRID COMPLEX INNOVATIVE DEVELOPMENT OF THE RUSSIAN FEDERATION TO THE REQUIREMENTS OF THE NEW TECHNO-ECONOMIC PARADIGM
Abstract
In Russia, there has been a recent political incentive for innovative activity in the electric power industry: the latest technologies are being introduced, attention is being paid to energy efficiency, renewable energy sources, and to technologies that allow implementing the concept of ‘smart grids’. The author carried out a comparative analysis of the goals and directions of innovative development of the electric grid complex of the Russian Federation, which showed a lack of coordination of long-term goals and expected effects of innovative development of the electric grid complex and medium-term innovative projects provided for the phased achievement of long-term goals, which is one of the manifestations of the gap in the value chain of the innovative project. It also revealed the lack of consideration of the synergy effects that arise because of the activities of multiple project participants and because of the simultaneous introduction of a wide range of technologies that are part of a smart grid technologies cluster.
